About the Program: Workforce Development 360° Breakfast is a 2-hour, focused program hosted by ATD Connecticut, designed for HR/Talent, Learning & Development and Organizational Development professionals.
The breakfast emphasizes practical, Connecticut-specific workforce strategies, including how employers can leverage state resources, funding, and partnerships to upskill and reskill employees. 


Learning Objectives: Participants will gain practical skills to access Connecticut state-supported workforce programs, resources, and incentives for upskilling and reskilling employees. They will identify actionable strategies to close current and emerging skills gaps, design business-aligned workforce development programs, measure and communicate initiative impacts, and build lasting connections with local peers and state workforce leaders.


About the Speakers: 

Mariana Monteiro is Connecticut’s first Chief Equity and Opportunity Officer, appointed by Governor Ned Lamont in December 2024 to lead the newly created Office of Equity and Opportunity in the Office of the Governor. Mariana coordinates statewide diversity, equity, and inclusion strategy, assesses state agency policies for disparities and barriers to access, and works to make state government more representative of the populations it serves.


Joe DeLong serves as the Executive Director and Chief Executive Officer at the Connecticut Conference of Municipalities, bringing extensive experience across both private and public sector initiatives. A seasoned leader with a proven record of driving multimillion‑dollar organizational growth and complex governmental restructuring efforts, Jim demonstrates exceptional skill in strategy, operations, and stakeholder engagement. His career highlights include managing large‑scale budget planning and execution across diverse business units, spearheading major private sector expansion projects, and leading transformative change within government agencies.


Tim Butler is the Director of Corporate Partnerships at the University of New Haven, where he works closely with employers across Connecticut to understand their growth plans and the role talent plays in achieving them. His work focuses on translating those real-world business needs into practical, experience-based learning opportunities for students and employees.Tim brings a collaborative, listening-first approach to partnerships, with an emphasis on aligning academic programs with evolving workforce needs in areas such as advanced manufacturing, analytics, and business operations.


    Kathleen (Kathi) Tourjee is a seasoned human resources executive who currently serves as Head of Human Resources for the Moses Weitzman Health System (formerly Community Health Center), a leading community health organization with health centers across Connecticut and a presence in nearly 150 schools statewide. She brings more than three decades of experience in HR, total rewards, and HR‑business‑partner leadership.
